Development Cooperation

The Ministry of Labour and Social Affairs (MLSA) has been involved in the Foreign Development Cooperation (FDC) of the Czech Republic (CZ) since the beginning in late 90s'. In the period 2001-2006, ca. CZK 47,000,000 (EUR 1,600,000) were spent on development projects of the MLSA.

Territorial priorities

In the period 2001-2006, the FDC of the MLSA has been aimed at:

  • 3 regions:
    • Europe (51 %);
    • Asia (26 %);
    • Africa (24 %);
  • 4 countries:
    • 3 priority countries (Serbia, Mongolia, Vietnam);
    • 2 non-priority countries (Namibia, Ukraine).

Forms

Out of the 3 possible forms (bi-/tri-/multilateral), the FDC of the MLSA had following forms in the period 2001-2006:

  • Bilateral, i.e. provided directly to the partner country:
    • Technical assistance projects implemented by an external contractor;
    • Technical assistance projects implemented by the MLSA;
    • MLSA's participation in FDC projects of other donors;
  • Multilateral, i.e. provided indirectly via International Government Organisations (IGOs):
    • Mandatory/voluntary contributions, i.e. general IGOs' budgets or directly targeted to specific projects implemented by IGOs (ILO);
    • Participating in IGOs' decision-making process (EU, OECD, ILO, WB).
