Old-age Pension

The insured person shall be entitled to the old-age pension, provided he/she has reached the insurance time of at least

  1. 25 years and has reached at least the age necessary for the entitlement to the old-age pension to arise (hereinafter „retirement age“) before 2010,
  2. 26 years and he/she has reached the retirement age in 2010,
  3. 27 years and he/she has reached the retirement age in 2011,
  4. 28 years and he/she has reached the retirement age in 2012,
  5. 29 years and he/she has reached the retirement age in 2013,
  6. 30 years and he/she has reached the retirement age in 2014,
  7. 31 years and he/she has reached the retirement age in 2015,
  8. 32 years and he/she has reached the retirement age in 2016,
  9. 33 years and he/she has reached the retirement age in 2017,
  10. 34 years and he/she has reached the retirement age in 2018,
  11. 35 years and he/she has reached the retirement age after 2018.

The insured person shall be entitled to the old-age pension, provided he/she fails to meet the conditions stated in the item 1, also in the case he/she has reached the insurance time at least

  1. 15 years and he/she has reached at least 65 years of age before 2010,
  2. 16 years and in 2010 he/she has reached the age at least by 5 years higher than the retirement age established under Section (§) 32 for males with the same year of birth,
  3. 17 years and in 2011 he/she has reached the age at least by 5 years higher than the retirement age established under Section (§) 32 for males with the same year of birth,
  4. 18 years and in 2012 he/she has reached the age at least by 5 years higher than the retirement age established under Section (§) 32 for males with the same year of birth,
  5. 19 years and in 2013 he/she has reached the age at least by 5 years higher than the retirement age established under Section (§) 32 for males with the same year of birth,
  6. 20 years and after 2013 he/she has reached the age at least by 5 years higher than the retirement age established under Section (§) 32 for males with the same year of birth.

The insured person, who fails to meet the conditions identified in item 1, letters g) through k), shall be entitled to the old-age pension also in the case he/she has reached the retirement age after 2014 and has reached at least 30 years of insurance, excluding the non-contributory periods of insurance.

The insured person, who fails to meet the conditions identified in items 1, 2 or 3, shall be entitled to the old-age pension also in the case he/she reached the age at least by 5 years higher than the retirement age established under Section (§) 32 for males with the same year of birth and has reached at least 15 years of insurance, excluding the non-contributory periods of insurance.

The insured person, who fails to meet the conditions identified in items 1, 2 or 3, shall be entitled to the old-age pension also in the case he/she has reached 65 years of age and met the conditions of entitlement to the disability pension established by the Act on pension insurance.

The conditions of the entitlement to early retirement with a permanently reduced old-age pension (Section (§) 31 of the Act on pension insurance)

The insured person shall be entitled to the early permanently reduced old-age pension, provided he/she

  1. has reached the required insurance period, and
  2. will reach the retirement age in
    • 3 years if the retirement age is lower than 63 years
    • 5 years if the retirement age is higher than 63 years and the person is over 65 years of age

Also in the case of early retirement the necessary insurance time for the entitlement to the pension increases, similarly as for the regular old-age pension (Target is 35 years including non-contributory periods or 30 years without non-contributory periods after 2018).

Any granting of this type of pension excludes the entitlement to the regular old-age pension.

Retirement age (Section (§) 32 of the Act on pension insurance)

Provided the insured person was born before 1936 the retirement age shall be

  1. for males 60 years of age,
  2. for females
    1. 53 years for those who raised at least five children,
    2. 54 years for those who raised three or four children,
    3. 55 years for those who raised two children,
    4. 56 years for those who raised one child, or
    5. 57 years,

The retirement age for persons born after 1983 will be further increased by 2 months per year of birth.

The retirement age can be determined with a calculator posted on the website of the Ministry of Labor and Social Affairs (Věková kalkulačka).

The amount of the old-age pension (Sections (§) 33 and 34 of the Act on pension insurance)

The amount of the pension consists of two components, specifically a basic assessment and a percentage assessment.

The amount of the basic assessment of the pensions has been is set as a percentage of the average wage – 9 % of average wage (and rounded appropriately).

The percentage assessment shall be 1,5 % of the calculation base for each year of the insurance time reached before the entitlement to the pension arose.

The insurance time shall also include the so-called non-contributory periods of insurance (Section (§) 5 of the Act on pension insurance), however, only in the scope of 80 %, as far as the following periods are concerned:

  • period of study (however, studies after 31 December 2009 shall be no more considered the non-contributory period of insurance),
  • periods when the person was registered as a job applicant with the Labor Office, provided he/she was entitled to unemployment benefits or requalification benefits, and for a period of up to three years also the time when the person was not entitled to such benefits, while before the person reaches 55 years of age the maximum of 1 year will be included,
  • periods during which persons with health impairment attend classroom or practical training for employment or for other gainful activities,
  • period of civilian service and
  • period of receiving the disability pension for third degree disability (before 1 January 2010 it was a period of receiving the full disability pension).

The period of compulsory military service, period of taking care of a child before it reaches a specified age and period of taking care of a person dependant due to his/her unfavorable health condition, shall be included in full.

The amount of the early permanently reduced old-age pension (Section (§) 36 of the Act on pension insurance)

The amount of the percentage amount shall be lowered for every (commenced) 90-day period of early retirement by:

  1. 0,9 % of the calculation basis for the first 360 calendar days,
  2. 1,2 % of the calculation basis for the period between 361st and 720th day,
  3. 1,5 % of the calculation basis after the 721st day.

For the insured person, who conducted a gainful activity after his/her entitlement to the pension arose even after reaching the retirement age and therefore did not receive the pension, the amount of the percentage assessment of the pension will be recalculated, taking into account the newly reached insurance time.

The amount of deferred pension (Section (§) 34, par. 2 of the Act on pension insurance)

The amount of the percentage amount shall be increased to people performing gainful activity after acquiring pension entitlement who do not receive an old age pension or third degree invalidity pension. For every 90-day period of such gainful activity the percentage amount is increased by 1,5 % of the calculation basis.

Percentage amount increases are also possible for periods of gainful activity performed after acquiring pension entitlement while drawing this pension. Such increase corresponds to 0,5 % of calculation basis for every 360 calendar days of gainful activity. Or while drawing half the pension the increase is 1,5 % of calculation basis for every 180 calendar days. These measures apply for gainful activity performed after 31st December 2009.

The minimum percentage amount is 770 CZK per month.

Combined old-age pension and income from a gainful activity (Section (§) 37 of the Act on pension insurance)

The early old-age pension shall not be paid before the person reaches the retirement age, as long as the person conducts a gainful activity or receives unemployment benefits or requalification benefits; once the person reaches the retirement age then the same rules shall apply as in case of the regular old-age pension.

Filing an application for the pension (Section (§) 82 of the Act No. 582/1991 Coll., on organization and implementation of social security)

An application for the granting of pension insurance benefits shall be executed by the applicant in cooperation with the district social security administration, as competent based on the residential address of the citizen or reported address in the Czech Republic in case of foreigners.

Citizens, who are unable to file their application for pension insurance benefits, due to their impaired health condition, may apply through their family members, subject to their approval and confirmation about their health issued by a general practitioner. The application may be also filed by another physical person authorized through a power of attorney.

The application shall be submitted four months at the earliest before the date on which the person applying for the pension requests the benefits to be granted.

The district social security administration shall be under the obligation to draw up the application for pension insurance benefits and shall not deny to draw up the application, even if the administration believes that the person fails to meet the obligations required for the entitlement to the pension insurance benefits or even if the application is not supported with necessary documents.

The employer shall within 8 days after receiving a request from the district social security administration, which is drawing up the application for pension insurance benefits, provide the requested data in written.

The information provided for filing of applications for the old-age pension shall apply for the other types of pensions as well.
